At the meeting of the working
party on Higher Education held on the
8th February, it was decided that for both Hong Kong and Malaya one document incorporat- ing the recommendations from various working parties dealing with Education should be prepared and circulated to members.
The two main documents so prepared have been circulated to you for comments before being sent to members outside the Office.
Apart from the question as to whether an advisory committee or working party such as this should be asked to prove what amounts to the proposed directivé n from H.M.G. to C.A. Directorate, there is the fact that some doubt has previously been expressed by certain members of this committee, both as to the propriety and the practicability of some of the recommendations made regarding the long term policy for Malaya, notably those at paragraphs and in the Malayan document, and under all the circumstances I doubt if we should get finality from the committee on that document without giving more details about the proposed political set-up than we are in the position to provide. On the other hand, there is undoubtedly a feeling among certain of the unofficial members of the working party on Higher Education that as a result of their labours, there should be something which they can sign.
We have now, perhaps, gone as far as we can on this enquiry, although we shall may perhaps eventually call some members of the committee together again to consider what further action should be taken regarding the recognition Hong Kong University, of the courses and examinations taken in China by certain of its medical students.
